The Punjab government’s plan to generate additional revenue of Rs 250 crore by introducing an online lottery system in the state has received a poor response from lottery operators.

Not a single bid has been made by the operators despite the government floating of two tenders.
The lottery operators have expressed their inability to conduct the online lottery due to tough monetary terms and conditions.

The state government on September 23 had decided to introduce the online lottery to generate additional revenue. The decision was taken at the Cabinet meeting by Chief Minister Parkash Singh Badal.

“The state government has asked the bidders Rs 100-crore bank guarantee, besides the guarantee of assured Rs 150 crore revenue per annum or 50 per cent of operator’s gross revenue. But that is not viable,” a Delhi-based operator told Mail Today.

After failing to attract a single bid, the state government is now thinking to relax the terms and conditions. The government may lower the demand for the annual revenue, thus enabling the operators to make bids.

“A lottery committee, headed by the state chief secretary, is likely to take decision on the matter this month. The state government is also doing a reality check and has roped in Ernst and Young to conduct the market survey,” a top government official said.

Another reason for the poor response is the state government’s poor financial health. The state government, which also runs its offline lottery, usually fails to pay the winners.

The lottery winners alleged in July that they were not given the prize money as the state government had no money.
The draws of Mizoram, Sikkim and Nagaland lotteries have also been stopped in the state from September as the state government had raised the tax from Rs 55,000 to Rs 80,000 per draw, per day.
